Reuters reported that Kazakhstan plans to optimize their output of uranium by more than a third to about 12,000 tons next year, a move that could make the country's state atomic company the world's biggest producer and seeker of used mining equipment for sale.

Kazatomprom is planning to increase production to 11,900-12,000 tons in 2009 from around 8,600 tons this year, vice president Sergei Yashin told Reuters in Moscow.

As I got trapped in this traffic bottleneck this morning at the construction site for a new LRT station along EDSA in Balintawak, I thought that they could use some of the UNUSED 2007 construction equipment fleet that I am exclusively selling in behalf of a major Australian mine contracting company here in the Philippines. The Philippine mining industry is targeting China and Dubai for investments amid the slowdown in western markets due to the ongoing financial crisis. One of the business sectors to benefit from this is the used mining and construction heavy equipment suppliers.

Environment Secretary Lito Atienza said they hope to forge deals in a mining conference to be held in Beijing, China from November 10 to 13. He added a number of Dubai-based mining firms will also visit the Philippines this month to study their prospects and also look at used mining and construction heavy equipment for sale.

Atienza said contractors in Dubai are interested in iron, copper and gold mining in light of massive construction works in the country. He noted Middle East countries have become big markets for metallic minerals which are used for making steel and other construction materials.

Mines and Geosciences Bureau director Horacio Ramos said the government expects mining investments in the second half of 2008 to reach $565.5 million, comprising capital poured into 40 projects, including Atlas Consolidated Mining's Carmen copper mine and Sumitomo Metal's expansion of its Rio Tuba nickel plant.

He added some of the planned investments that did not push through this year may be realized in 2009, thereby raising investments next year to around $2 billion.

However, machinery maker Komatsu – makers of Komatsu Off Road Trucks - jumped 10.5%, while Canon surged 9.9%, Honda Motor plunged 13.0%, Sony fell 2.8%, Toyota Motor shed 4.4%. Mazda slumped 13.8% after it lowered its profit outlook.

The group's Purchasing Managers Index dropped to a seven year low of 42.2 in October, lower than the 50.0 reading that separates contraction in the sector from expansion. The accompanying PMI industrial production index fell in October to 39.7, also the lowest since December 2001.
